This Q&A blog is a space for all Vitality Grant applicants, and interested parties, to review the questions and responses that have been asked and
given regarding the Vitality Grant Application.

Each applicant is able to apply for up to $500,000 in the first year (2023). Please note that entities applying for $300,000 or more will be
required to submit additional fiscal and insurance documentation.

MHA Indy would like the opportunity to fund and assist multiple organizations within Marion County.

Entities who have been funded in the first round of applications will be given first opportunity to reapply for double their original amount of funding,
which will span over a two year frame. The application process will look very similar to the first round and the dates will follow the same pattern.
This provides funded organizations the opportunity to have stable funding for a total of three (3) years.

Yes! Not all organizations will request additional funding following the first year. Please continue to apply and invite other organizations to apply as
well. We will be sure to host additional information sessions for the second round of funding.

Only one organization, per program/project needs to apply. Determine who will be the primary entity responsible for submitting any
documentation, providing progress updates and success stories, etc., and this should be the organization that submits the application.

Yes! We are eager to hear about the interest in collaborating with multiple organizations. It is our hope that this grant will assist in building
community among organizations and Mental Health/Juvenile Justice programs throughout Marion County.

Yes! However, please be careful to not double-bill for time/assets/etc. that may be utlized by both projects/processes.

Criteria

Federal funding is extremely strict about the ability to use funding specifically for food items. However, If food is an integral part of your
program and is crucial to your ability to conduct fully wraparound services, we encourage you to have a conversation with our team about
the ways in which this may be provided. Example: an organization is building a program surrounding the ability to teach youth and their
families how to cook and build healthy meals. Purchase of food for the purpose of this program would be allowed.

When traveling, a request for itinerary, place of conference, and location of closest food chains will be assessed in determining accessibility
to and appropriateness of utilizing funds in said way. If renting a space that includes food within the budget, documentation sharing the costs
and budget-item breakdown will be required.

It is recommended to “focus on emergent needs”. Please be sure to run any ideas by our team prior to spending funding. We would like to assist
you in whatever way possible.

You could buy an oven and/or additional items to assist the direct program/project. Please note that items of a higher dollar (5,000 or more) will be
part of the annual city audit. This was explained to be a low burden, but will require the item to have a city asset tag and may include having an
individual come to view the item during the annual city audit.

Land is not able to be purchased using ARPA dollars. Building a structure will also not receive approval from the city unless creating affordable
housing.

Very rarely. However, in a situation where renting/leasing of a vehicle is far more expensive than the actual purchasing of said vehicle, this can be a
conversation that is had and negotiated with the city. Please communicate with our team if this is something you would like to do.

If these trainings, sessions, etc. will directly influence and affect those who will be assisting or influenced by your program, yes. However, funding
cannot support general professional development that will not be utilized for the funded program.

If needed for your specific programming, prescriptions can be funded with regulations. For safety, we will need documentation outlining the eligibility
standards for those receiving the medication, when prescriptions will be provided, and how these will be given/administered.

This will also depend on the scope of your project. If this is one of the main deliverables of your program, yes! If you are looking for a way to refer
individuals within your program, yes. However, we will also need documentation outlining an eligibility process (who, when, how) for individuals needing this support.

Progress Monitoring

To encourage and walk alongside you and your organization as you follow through with your project/program. We want to support you in whatever
way you would like and are excited to see the ways in which you impact the community!

Our primary goal will be to provide you with whatever assistance you need to be successful. This can include meetings to discuss current or potential
technology, making trainings available to you and your team, etc.

We encourage you to structure your contracts in a way that outlines all expenses that of which a contractor will need to provide services. This way,
the only documentation needed will be the contractual agreement and an invoice of the contracted entity. No further documentation will be needed.
However, if the contracted individual/organization invoices for additional items and/or services, these will also need to be included in your reporting.
